What is CARM?

CBSA’s Assessment and Revenue Management (CARM) is a Canada Border Services Agency (CBSA) multi-year project to simplify and modernize their accounting and data management systems to provide the commercial trade community with a streamlined method of interaction with the CBSA. This will be achieved through the replacement of existing revenue and cash management systems, simplified processes, and direct interactive electronic options.

CARM Timeline

CARM Release 0: January 2021

The existing ARL system was moved from its current data centre configuration to the more robust SAP S4/HANA system. External users of the system did not experience any change.

CARM Release 1: May 25, 2021

Release 1 will launch the CARM Client Portal, a self-service tool to facilitate accounting and revenue management processes with the CBSA. Importers should activate their portal link, and delegate authority to your customs broker.

CARM Release 2: Spring 2022

Release 2 will expand on the functionalities of the CARM Client Portal. Mandatory importer Surety Bonds must be in place for all importers per CBSA.

Q: What steps should I take as an importer to get ready for CARM?

A: There are a few steps you can take to get ready for CARM

  • On the CBSA website, Set up your CARM Client Portal user account following the launch of Release 1 by acquiring a GCKey or using a Sign-In Partner and link to your business account
  • At Release 1, create your business portal account and delegate authority to your employees and/or customs broker and/or trade consultant
  • Prior to Release 2, speak with your customs broker or a surety company for assistance in obtaining a surety bond for Release Prior to Payment privileges
